It examined the case of Apache HTTP server community and tried to validate their two hypotheses. Although it seems that their hypotheses were supported according to the data provided, it is clear that this analyses are at relatively early stage of its investigation and it is far too soon to conclude that those hypotheses are supported. For example, the data provided do not consider downturn of .com and IT industry. Furthermore, the analysis does not make any reference to the type or quality of contributors. Were the quality of non-core members consistent through out this study period? Didn't ".com crash" have any effect on the composition of types of non-core members? Moreover, it was not clear that the decrease of the number of non-core members was caused by the decrease of the acceptance or other way around. The main reason why this question is asked is that there is no adequate explanation about what caused the changes between the first half (1997-2002) and the last half (2003-2007). Hence, it warrants further investigation.

The result of the paper is interesting. But the author analyzed the Apache HTTP Server Community. The OSS is one of most successful communities. I probably think that the authors need to compare with a successful community and a non-successful community.

The idea presented in this paper is interesting, though not brand new. And the work is basically solid.

Application issues are highly expected to be addressed.

This paper deals with quite interesting issues but the scope of the paper is not fitting with technical conferences.

It is recommended to submit it to events or journals related to social sciences.
